In 1981 Brezhneva Valentina Vladimirovna graduated with honors from the N. K. Krupskaya Leningrad State Institute of Culture (currently SPbGIK) with a degree in library science and bibliography specializing in library science and bibliography of technical and natural science literature. In 1987 she defended her thesis entitled "Development of a Management Information Base as a Way to Improve Library and Bibliographic Services for Specialists in the Region"; in 2007 — a doctoral thesis on the topic "Information Services: Service Development Concept".
