Was born in 1975. In 1997 he graduated from the Moscow state Institute of electronic technology. In 2003 he received a degree in Economics and management at the enterprise. In 1996 he worked for DataForce. He worked in the marketing and sales departments of Elvis Telecom. He worked in "TsentrTelekomServis Moscow region". He worked as the head of the corporate and complex projects division at MTU-Intel.

In 2005 he started working as head of marketing Department, marketing Director, Deputy General Director for commercial activities of "KOMKOR". Since April 13, 2017 Vadim Valeryevich Vankov works as an adviser to the Minister of culture of the Russian Federation. Since March 2019 — Director of the Department of information and digital development of the Ministry of culture of the Russian Federation.
