Sergey Kapkov

Mr. Kapkov was born on December 10, 1975 in Gorky.

In 1998 he graduated from the Volga-Vyatka Academy of State Service, Faculty of State and Municipal Public Administration.

In 1998–2001 continued his studies in the gradate program of the Volga-Vyatka Academy of State Service, majoring in social philosophy.

In 2001–2003 Mr. Kapkov was employed as Deputy Governor of the Chukotka Autonomous Area, head of the Department of Culture, Youth, Sport, Tourism and Information Policy of the CAA, was a member of the Government of the Chukotka Autonomous Area.

In December 2003 S.A. Kapkov was elected member of the Fourth State Duma of the Federal Assembly of the Russian Federation (member of the Committee for Civil, Criminal, Arbitration and Process Law).

From June 2004 to 2014 he served as Chairman of the Foundation "National Football Academy".

From April 2006 to 2014 he was Vice President of the Russian Football Union.

In December 2007 he was elected member of the Fifth State Duma of the Federal Assembly of the Russian Federation and served as First Deputy Chairman of the Committee for Information Policy, Information Technology and Communications.

In March 2011 resigned his Duma office and was appointed Director of the Moscow State Establishment of Culture Gorky Central Park of Culture and Rest.

In August 2011 Mr. Kapkov was made Deputy Head of the Department of Culture of Moscow, and in September 2011 was appointed head of the Department of Culture of Moscow.

From May 2012 to March 2015 he served as member of Moscow Government, head of the City of Moscow Department of Culture.

From September 2015 he has worked as manager of the Center for Research in Economics of Culture, Urban Development and Creative Industries at the Faculty of Economics of Lomonosov Moscow State University. The Center specializes in analytical and consulting work in the sphere of changing the urban environment and ubran construction programs.
