Was born in Leningrad in 1950. Graduated from the Repin Leningrad Institute of Art, Sculpture and Architecture in 1980. Served as instructor in the Department of Architecture, supervising the personal laboratory workshop of restoration and reconstruction of architectural heritage.

Architect and restorer of the top professional category, state expert of the Ministry of Culture of the Russian Federation. Member of the Urban Construction Council and the Council for Protection of Cultural Heritage under the auspices of the Government of St. Petersburg Chairman of the Committee for Architectural and Historical Heritage of the Saint Petersburg Union of Architects. Member of ICOMOS.

Since 1991 has led the Liteynaya Chast-91 Architecture Bureau, which works on projects of restoration and adaptation of architectural monuments. One of the most recent projects of the workshop dealt with restoration of Krasnoe Znamya Factory’s power substation (1926–1930, architect E. Mendelson).
