She graduated from the Toraigyrov Pavlodar Pedagogical Institute in 1995. Professionally retrained in Psychology in the Saint Petersburg State University in 1998 and according to the program “Librarian and Informative Activities” in the Chelyabinsk State Institute of Culture in 2017. Advanced training in “Fundamentals of Tactile Sign Language Communications in Social Services” in the Russian State Social University (Moscow) in 2015.
She has been employed in the Nizhniy Tagil Central City Library since 2001, first as a psychologist and then as the head of the Psychology and Pedagogy Section. Currently, she heads the Center of Adaptive Culture.
Author of the idea to arrange an inclusive cinema hall in the library “Cinema for All” demonstrating films using the tactile sign language in 2017.
In 2020, volunteers engaged by the library and supervised by Oksana Lobyreva created the invisible performance “Following the Footsteps of Kipling’s Characters” in the audio format.
Currently, the opening of the creative inclusive studio “Do It Yourself” for young disabled and not disabled people is being prepared.
