In 2007 she graduated from Moscow Architectural Institute (State Academy) with a degree in architecture. The member of ICOM since 2013. She worked as an architect at ZAO Kurortproekt on a project for the reconstruction and restoration of the Bolshoi Theater, in the workshop under the direction of N. Shangin. In 2014 Nadezhda Viktorovna graduated from the Academy of Arts in Lisbon (Portugal) with a degree in museology and museum business.

Since May 2018, he has been the head of the Khmelita Museum-Reserve.

In 2019–2021, jointly with the State Museum of A. S. Pushkin, were implemented the large exhibition projects, including "Alexander Orlovsky. Our magician, painter and poet", with the State Museum-Monument "St. Isaac's Cathedral" — "Warrior. Peacemaker. Prayer Book"(to the 800-th anniversary of the birth of Alexander Nevsky), "Gogol: a life in creativity" from the funds of the Gogol House in Moscow, "Safe from 1941", "Viktor Kulakov: "I am a happy man" (in memory of the founder Museum-Reserve). Park street exhibitions are held regularly, including in cooperation with national parks and reserves in the region. In 2020, an international scientific and practical conference dedicated to the 225th anniversary of the birth of A. S. Griboyedov, based on its results a collection of scientific articles was prepared.

In 2020, the Museum-Reserve joined the Association "Revival of Historical Gardens and Parks". In the same year, a cooperation agreement was signed with the Vyazemsk diocese, and in 2021 the first joint exhibition, "The Art of the Orthodox Church", was held in the museum-reserve. "Round tables" are regularly held to popularize the cultural heritage. N. V. Kulakova participates in various museum, cultural and social events, makes reports. International cooperation is developing, including Armenia and Belarus.
