Maksim Perov

Deputy General Director of the Giprogor Design Institute, professor at the Moscow branch of IAA.
Born in 1958 in Moscow.

He graduated from the Faculty of Geography of the M. V. Lomonosov Moscow State University in 1981 and from its graduate school in 1987. From 1981 to 2001 he worked at the State Institute for Urban Design (GIPROGOR) in various positions, from engineer to deputy director. Author/co-author of significant urban development projects, including the General Resettlement Scheme of Russia, territorial planning schemes for a number of regions, and master plans for large cities.

From 2004 to 2008 – Deputy Director and later Director of the Department of Regional Socio-Economic Development and Territorial Planning of the Ministry of Regional Development of the Russian Federation.

In 2010–2012 — Vice President of the Union of Architects of Russia.

In 2012–2017 — head of the Center for Regional Studies of the Research and Project Institute of General Planning for the city of Moscow.

In 2017–2019 — research supervisor of the Urbanika Institute of Territorial Planning.

Since 2019 — Deputy General Director of the Giprogor Design Institute.

Class 3 Active State Councillor.

Professor at the Moscow branch of the International Academy of Architecture (IAA).

Member of the Board of the Union of Architects of Russia.

Member of the Russian Geographical Society.

Expert of the Council of Europe Conference of Ministers responsible for Spatial/Regional Planning (CEMAT)

Author of numerous publications on urban planning, strategic planning, and legislation.
