Born on August 13, 1950 in Brescia, Italy. 1976 — graduated from the Faculty of Philology of the University of Ka-Foscari (Venice). From 1976 to present - works in the Council of Europe system. 1998–2001 — Head of the Directorate for Social Affairs and health. 2001–2004 — Head of the Director-General for Social Cohesion. 2004–2011 — General Director for Education, Culture, Youth and Sports. 2011–2012 — Director-General for program cooperation. Since 2012 — Deputy Secretary-General of the Council of Europe.
