Elbay Qasim-zade

Chairman of the Board, Union of Architects of Azerbaijan; President, Architecture and design company "El & En".
Was born in 1948 in the city of Baku. In 1971, he graduated from the Faculty of Architecture of the Azerbaijan Polytechnic Institute. From 1971 to 1975, he was engaged in landscape architecture issues. He studied the problems of using natural landscapes and harmonizing the development of Baku districts.

From 1975 to 1989, he worked at the Design Institute for Countryside Development. In 1976, being a postgraduate student, he dealt with the problems of urban planning at the Institute of Architecture and Art of the National Academy of Sciences of Azerbaijan. He is the author of master plans for a number of small settlements. At the same time, he closely participated in the International Program "Adobe Architecture" and was the author of various projects. He has implemented projects on this topic. In 1989–2001, he worked as the chief architect of the city of Baku, head of the Main Department of Architecture and Urban Development of the Baku City Hall.

Since 1998, he has been the founder and head of the architectural company "El & En" famous not only in Azerbaijan, but also outside our Republic. He is the author of over 150 projects, most of which have been implemented. They include stations of the Baku Subway, the "Eternal Flame" Memorial in the Martyrs' Alley and others. He is the author of over 80 articles and 8 books.

In 1990, he was awarded the honorary title "Honored Architect of Azerbaijan"; in 2000, he was awarded the highest award of the country — the Shohrat Order. By the order of the President of the Republic of Azerbaijan dated December 25, 2018, Elbay Enver oglu Qasim-zade was awarded the Sharaf Order for his great merits in the development of Azerbaijani architectural art. He has been awarded the National Prize "Humay" three times and received "Ugur" twice. In 2019, he was awarded the jubilee medals "100th Anniversary of the Azerbaijan Democratic Republic" (1918–2018), and "100th Anniversary of the Diplomatic Service of the Republic of Azerbaijan" (1919–2019). On September 20, 2019, he was awarded the title of Honorary Member of the Korea Institute of Architecture and received the Gold Medal.

He has taken part in the "Best Project of the Year" contests held by the International Association of Unions of Architects of the CIS countries, where he was awarded with diplomas 34 times. He is a full member and vice-president of the International Academy of Architecture for Eastern Countries, academician of the International Academy of Architecture in Moscow at UNESCO and professor at the Azerbaijan University of Architecture and Construction. Since 2016, he has been the head of the Baku Academic Center of the Moscow branch of the International Academy of Architecture. Since 2017, he has been a Member of the Council of the International Union of Architects.

He teaches at the Faculty of Architecture of the Azerbaijan University of Architecture and Construction, is the head of the Department of Architectural Design and Urban Planning. In 2013, at the instruction of the President of the Republic of Azerbaijan, books on architecture were published in 25 titles in Azerbaijani, Russian and English, including the first published 5-volume "History of Azerbaijan Architecture", the project leader of which is E. Kasim-zade. He is a participant of the world congresses of architects in Chicago, Barcelona, Lausanne, Beijing, Turin, Tokyo, Durban, Seoul.
