Mr. De la Morena Ballesteros has a degree in law and holds an MSB degree (Master in Maritime Business). He is a member of the Higher Corps, Civil Division of Public Administration Service.

Prior to this appointment, he served as head of the Operational Planning Office, Main Subordinate Department for Strategy and Services for the Tourism Sector at the Tourism Institute of Spain in Turespaña, which deals with issues of air traffic and visas to Spain on developing tourism markets.

Before then he served as director of Tourism Offices of Spain in Guangzhou and Beijing, Paris, London, Dublin and The Hague, where he was responsible for promoting Spanish tourism on these markets. Earlier, Mr. de la Morena served as Director General for Tourism in the Junta of Andalucia; Consultant to the General Secretariat, Office of the Commissioner General of Expo Seville 1992; Permanent Secretary of Affiliate Members of UNWTO; Press Counselor in Rabat (Morocco); Deputy Director General for Promotion at the Institute of Tourism of Spain, Turespaña, as well as Deputy Director General for Relations with Tourism Offices of Spain abroad and Deputy Director General for Promotion Tools.
