Andrey Krasnoslavovich Starkov was born in 1969 in Moscow. Graduated from Moscow Textile Institute with a specialization in industrial heat power engineering.

From 1998 till 2004 he was holding senior management positions in the Department of State and Municipal Property of Moscow, the RF Ministry of Property Relations, Federal Energy Agency.

In 2004 he was transferred to the position of the deputy director of the Structural Reformation Department of the RF Ministry of Transport. Acted for and on behalf of the Russian Federation in the boards of directors in the fuel and energy and transport industries.

In 2005 he was appointed the first deputy general director of Rosspirtprom FSUE (federal state-owned enterprise).

In 2009–2010 the first deputy general director of SJSC All-Russia Exhibition Center OJSC.

In 2011–2015 he was the corporate secretary of RZD OJSC.

From September 2015 till the present appointment, he acted as the senior advisor of the President of RZD OJSC.

In February 2016, he was appointed the vice-president of RZD OJSC.

In November 2017, he was appointed as the deputy general director of RZD OJSC.
