Andrey Filatov was born in 1971 in Krivoy Rog, Dnepropetrovsk Oblast (Ukraine). He is a Candidate for Master of Sport of the USSR in chess.
He is a co-owner of a number of transport companies, including Globaltrans Group, one of the leaders in the Russian freight railroad transportation market. Andrey Filatov is a founder and Chair of the Board of Directors of the investment company Tuloma specializing in investments in both Russian public and non-public assets in the national economy's strategic sectors (such as transport, infrastructure, oil refining, real estate development, and innovative businesses). In 2017, Filatov as a member of investment consortium embarked on a PSA project to develop "25 Years of Independence", one of the largest gas deposits in Uzbekistan.
He takes an active part in the implementation of social support programs, is engaged in philanthropic activities, and participates in the financing of a number of humanitarian programs. He is a member of the Valaam Monastery Board of Guardians.
Andrey Filatov has been awarded the Certificate of Commendation of the President of the Russian Federation, decorated with the Jubilee Medal "300 Years of the Russian Navy", UNESCO "Five Continents" commemorative medal, Legion of Honour, Russian Medal of the Order "For Merit to the Fatherland" (2nd class), and the Order of Friendship.
